CFE Outlines Major Expansion of Mexico’s Electric Grid Through 2030

Emilia Calleja Alor, Director General of the Comisión Federal de Electricidad (CFE), presented the latest progress on the 2025–2030 Strengthening and Expansion Plan for Mexico’s National Electric System during the April 9th “Mañanera del pueblo” press conference.

29 GW of New Capacity by 2030

Calleja summarized that the Plan aims to add 29,074 MW of total capacity by 2030—sourced from both CFE-led and private sector initiatives. The roadmap includes finalizing 26 projects inherited from the previous administration (totaling 7,228 MW), and launching 51 new projects representing 22,674 MW.

These include:

• 7 wind power projects (2,470 MW)

• 9 solar PV projects (4,673 MW)

• Battery storage projects (2,216 MW)

• Additional thermal generation initiatives

Immediate Project Completions in 2025

In 2025, 11 key projects are scheduled to come online, including:

• The already inaugurated Salamanca combined-cycle plant (2,332 MW)

• Three more combined-cycle plants: San Luis Potosí, El Sauz II, and Mérida

• Seven hydroelectric plants in La Villita, Zimapán, Encanto, Portezuelos I and II, Minas, and Santa María

New Tenders to Add 3.6 GW

CFE also announced the imminent launch of five public tenders for energy infrastructure:

• Four combined-cycle plants (Francisco Pérez Ríos, Salamanca II, Altamira, Mazatlán)

• One internal combustion plant in Los Cabos

• Combined, these will contribute 3,386 MW

• Two solar PV plants: Puerto Peñasco III (300 MW) and IV (280 MW), both paired with battery storage—bringing the total to 3,585 MW

“All of these will be tendered this year, and we begin issuing the first calls next month,” confirmed Calleja.

Puerto Peñasco Projects: A Closer Look

• Puerto Peñasco III (300 MW) – Tender opens: August 12, Award: December 2025

• Puerto Peñasco IV (280 MW) – Tender opens: August 21, Award: December 2025

It’s worth noting that the Puerto Peñasco III project had an earlier tendering process suspended on March 31, 2025. With this new announcement, it remains unclear whether the original terms will remain or if adjustments are expected in the updated bid.
