BRICS Renews Vow to Advance Inclusive and Sustainable Energy Future
Brasília, May 19, 2025 — Energy ministers and delegation heads from BRICS member countries have reaffirmed their firm commitment to advancing just, secure, inclusive, and sustainable energy transitions. This declaration came during the 10th BRICS Energy Ministers’ Meeting, held in the Brazilian capital.
In a joint communiqué released after the meeting, BRICS nations emphasized their growing role in the global energy agenda. They highlighted the importance of South-South cooperation, technological innovation, and a shared commitment to sustainable development—particularly amid a multipolar international order and an accelerating climate crisis.
“BRICS unites countries with different development paths but a common aspiration: to promote sustainable development, enhance energy security, and expand universal access to modern, reliable, and clean energy. The group has much to offer the world,” said Brazil’s Minister of Mines and Energy, Alexandre Silveira.
Roadmap and Cooperation Priorities
Participants acknowledged their shared but differentiated responsibilities in tackling climate change and eradicating energy poverty, in alignment with United Nations Sustainable Development Goal 7 (SDG 7): universal access to affordable, reliable, and modern energy services.
They underscored that energy transitions must respect national priorities and adhere to the principle of technological neutrality, ensuring no country is left behind in the transformation process.
One of the key outcomes of the meeting was the approval of the BRICS Energy Cooperation Roadmap 2025–2030. This strategic document will guide joint efforts in energy transition, applied research, and energy supply security.
Key Initiatives Under Brazil’s Presidency
- Approve the terms of reference for the BRICS Energy Research Cooperation Platform.
- Develop joint technical reports on sustainable fuels and energy access.
- Host specialized technical workshops within the platform’s framework.
The joint statement reiterated the need to promote orderly, just energy transitions by supporting a diversified energy matrix. This includes the adoption of low-carbon fuels, renewable energy, hydrogen, bioenergy, and nuclear technologies, along with greater investment in energy efficiency.
Finance and Market Stability
BRICS nations stressed the importance of access to financing for energy transitions—particularly concessional, predictable, and accessible funding for developing countries. The New Development Bank (NDB) was highlighted as a key instrument to support this goal.
Further, the group announced the creation of a Global Coalition for Energy Planning (GCEP), which will hold its inaugural meeting in June in Rio de Janeiro.
Opposition to Sanctions
In closing, the BRICS members expressed strong opposition to unilateral sanctions and arbitrary restrictions that undermine international trade and investment in the energy sector. Such measures, they warned, compromise global energy security and market stability.
